Discussion questions part 3

When did the UN officials receive warnings about the genocide?
The UN officials received warnings about the genocide in 1994 by the human rights group. They were told this 3 months before the genocide.

Besides the warning given by one of the planners what were the other warnings signs of the genocide?
Militas were being formed in Rwanda. Also the the government was saying political statements that were warnings of the genocide. "Their home is Ethiopia. Let's find them a shortcut."  -Anti Tutsi hate speech November 1992.

3. How did state-sponsored propaganda present the The Tutsi group?
The Tutsis were presented as evil and manipulative people who were cockroaches and snakes and whose ultimate goal was to regain power and return Rwanda to a country that mistreated the Hutu people.

4. The UN Convention on the Prevention and Punishment of the Crime of Genocide cautioned to call this a genocide. Although the attack was on a  group of people based on characteristics such as religion, nationality, ethnicity or race they cautioned calling it this. If they called it a genocide they would have had a legal obligations under the international community to intervene and stop the violence.

5. Once the international community withdrew its troops, what did the militia decide to do?
The militia intensified the genocide, targeting resisters and officials who opposed the genocide once the international community withdrew its troops.

6.  Who does President Clinton say must share responsibility for the genocide?
President Clinton said the nations together in Africa must ber its share of responsibility.

Review Questions part 4

In what ways did genocide impact the development of the developing country?
Genocide impacted the development of the developing country because of the casualties. Many leaders had been killed, the roads, buildings and services had been badly damaged and many people became traumatized by the violence.

Where does the rebuilding of a country shattered by genocide begin? What can the people do? What an the government do? What can the international community do?
The rebuilding of a country shattered by genocide begins with the citizens. They need to come together as a community and start rebuilding. They have to want to start rebuilding. Morn the losses but not let it hold them back from building a community. The government would need to be established and so would control. They would need a starting point to where and what should start to be rebuilt. The international communities could send money and support to Rwanda.

How can justice be found in post-genocide Rwanda?
Justice can be found in post-genocide of Rwanda by the trials. Trials are starting to be taking place in the community to give the punishment that is deserved to the murders.

Which can bring justice to the people of Rwanda more effectively - international courts or community courts?
I believe that community courts would bring justice to the Rwanda more effectively than international courts. This is because the courts would happen more quickly and punishment would be dished out quicker. Also, the people form the community can watch them. Also, people in the community would understand the situation more.

Review Questions

Imagine that you were Valentina. What would you do or say if you were confronted by Bagaruka in the village after the genocide?
I would attack the man. I would be raged at what he had done, and he just killed my family and many others. I would be after the man until he was dead or put behind bars.

2. Put yourself in the shoes of Denis Bagaruka. How could you kill all of these innocent people? What would you have to do to create a mindset that would make it possible to murder innocent women, men and children.
I couldn't kill all those innocent people. I would have created a mindset of knowing that killing of the people were wrong and with no purpose. I would have gone to get some help to try and save the people.

3. What kind of punishment should Bagaruka be given?
I believe Bagaruka should get the death penalty. Although he may have been ordered to do the killings or everyone of what he thought his kind was, he still killed the people.

4. Try to put yourself in Valentina's shoes. It is three years after the end of the genocide. In what ways does the genocide still impact your daily life?
The genocide would feel it is apart of your life and that it has never gone away. Nightmares would occur every night of the killing in the church. Everyday you would morn the loss of the family and wish they were with you. She would never forget this, she had massive injuries that almost killed her too.
